About the Philippine Coffee Board

The Philippine Coffee Board is a private sector-led group established in May 2002 as the National Coffee Development Board. The goal of the Coffee Board is to develop and promote the Philippine coffee industry through technical assistance and credit programs for coffee farms; and through marketing and promotions of coffee for domestic and export markets.

Research/training, certification and credit programs are carried out in partnership with Cavite State University (CavSU), Department of Trade and Industry – International Coffee Organization Certifying Agency (DTI-ICOCA) and Quedan & Rural Credit Guarantee Corporation (Quedancor).

Aside from rehabilitation, certification, and credit programs, the Coffee Board also conducts a marketing and promotional program for Philippine coffee called Kape Isla. Kape Isla is intended for the use of the industry as a Philippine coffee quality seal.

The Coffee Board conducts several events a year, including coffee farming courses, coffee shop seminars, trade shows, farm tours, and its annual Coffee Break festival.

The Coffee Board is composed of members from the growers, millers, roasters, retailers, local governments, and agriculture credit sectors.

PACITA U. JUAN

A self-confessed brewed coffee lover, Chit has been drinking coffee since her youth, having come from a coffee-drinking family.

Founder of Figaro Coffee Company, Ms. Juan has been working with coffee since 1993. From 1999 through the Figaro Foundation which she also founded, she started the advocacy of “Save the Barako” and in 2004 “Wild About Organic”, promoting organic farming among coffee communities.

She is a founding trustee of the Philippine Coffee Board and has dedicated most of her time to its mission of achieving self-sufficiency in coffee production by helping farmers live a better life through the crop.

She is a trustee of the Peace and Equity Foundation, and served as President of the League of Corporate Foundations in 2007-2008. She also served as Governor of the Management Association of the Philippines (MAP) from 2006-2008 and is a Fellow of the Institute of Corporate Directors (ICD).

She has authored three books on Coffee: “Kape” in 2002, “Barako: The Big bean” in 2005 and “Introduction To Coffee” in 2007.

GLICERIO JOEL Y. LUMAGBAS
Mindanao Coffee Board

Mr. Lumagbas was born in Cagayan de Oro City on April 8, 1948. He spent all his early schooling and higher education in the same city and graduated with a Bachelors degree in Agriculture. All his employment was with the private sector, with foreign-owned companies, from Agri-Chemical companies to hybrid corn seed companies. He also spent three years as expatriate consultant of hybrid seed corn companies in in Thailand and Indonesia.

His last employment was as the Head of the Agricultural Services Department of Nestle Phils. Inc. His job focused on providing technical assistance to the coffee farmers in the Philippines. At Nestle, they tried to increase the coffee production of the country by training the coffee farmers on proper technology on coffee production and increasing productivity of coffee farms. Mr. Lumagbas officially retired in April 2008 but was extended for six months up to October 2008. He has been a member and officer of the Philippine Coffee Board since 2006.

MA. THERESA CRUZ-CAPELLAN

Tetchi Capellan has over fifteen (15)  years of management experience, serving as senior official in the Philippine Department of Agriculture as Assistant Secretary and Undersecretary. During her stint in the Cory government, she is credited for raising US$700M in overseas development assistance for agriculture and fisheries. At the time of Secretary Luis Lorenzo, she is known as the champion of the hybrid rice adoption in over 200,000 hectares as well as the initiator  and implementor of the pig-to-carcass program in Mindanao and Visayas popularly known as project 10-10. This initiative not only caused the reduction of live animal shipment to Manila but opened the doors for exports of frozen meat in the ASEAN region. Capellan also led the aquaculture sector in lifting the ban on the importation of the white shrimp “vannamei” specie. As a result, the entry of vannamei led to the phenomenal growth of shrimp production in the country. Aside from the Philippine Coffee Board, Tetchi  is also a founding trustee of the Swine Board, Corn Board, and Aqua Board. 

In the last three years, Tetchi  managed the USAID-funded rural electrification project in off-grid villages in Mindanao (AMORE) using solar and hydro energy systems. Under her watch, about 6,000 homes and communal facilities in close to 300 remote villages acquired access to electricity using solar lighting systems. She has been credited for building broad partnership with energy stakeholders as evidenced by the sizeable match funds raised from both private and government entities which to date amounts to more than USD13million.Through her efforts, AMORE  was recognized as the shining example of off-grid rural electrification as well as in renewable energy applications. Such recognition earned her invitations to various renewable energy and climate change conferences and fora, as well as a seat in the country’s presidential task force on climate change. In May 2008, she was invited as a co-convenor of the Renewable Energy Coalition, and later as an NGO representative to the multi-stakeholders’ coalition, SWITCH, under the Philippine Department of Energy.
